Downtown Bellingham has a significant amount of unused spaces that are a detriment to the area. They include the JC Penney Building, the open lot on Railroad, the large building over Eyes on Fremont. We have strategies which may encourage the controlling entities to allow the utilization of theses wasted spaces.
